Stop Building Silos. Start Building Trust at Scale: Digital Public Infrastructure Is a Systems Problem, Not a Portal Problem
India's digital public ambition is unmistakable: identity at scale, credentials that travel, and services citizens can trust. Yet too many programs still ship as isolated portals - each with its own login, data model, and reporting layer - while trust leaks at every handoff.
A new website is not infrastructure. Infrastructure is what makes systems interoperable, auditable, and reusable across departments and states.
If every program reinvents identity, case workflows, and credentials from scratch, we will keep paying for the same problems in different colors.
Here is why the math simply doesn't add up anymore:
The Reality Check
- Siloed citizen journeys: A grievance, a credential, and a benefit claim often live in separate systems with no shared truth.
- Trust without verifiability: Paper letters and PDF certificates don't scale across institutions the way verifiable credentials can.
- Integration tax: Every new department system needs custom connectors - expensive, fragile, and slow to govern.
- Open source without operations: Adopting MOSIP-class stacks still requires implementation discipline, local capacity, and long-term ownership.
- Impact without shared maps: Constituency and public-service programs struggle when assets, projects, and citizen issues can't be seen together.
Why "Another Portal" Isn't the Answer
Portals can digitize forms. They rarely fix architecture:
- Identity must be reusable: Foundational ID patterns reduce onboarding friction and fraud across services.
- Credentials must travel: Skills, certificates, and status updates need verification beyond a single issuer's website.
- Workflows must be auditable: Public trust depends on transparent status, SLA visibility, and accountable resolution paths.
- Standards beat one-offs: Open protocols and modular platforms compound; custom monoliths decay.
- Local implementation matters: National building blocks still need state and partner capacity to deliver on the ground.
A Shift in Perspective
Maybe the real question isn't "How fast can we launch the next citizen app?"
It's: "What shared infrastructure will still work when the fifth department needs the same trust layer?"
Digital public infrastructure succeeds when identity, credentials, and service workflows are designed as connected systems - open where possible, operational where it counts.
How HireKarma closes the loop
HireKarma contributes to DPI and public-service outcomes through open-aligned platforms and delivery practice:
- Open Source & DPI - Implementation and contribution around modular identity and credential ecosystems such as MOSIP and Inji-aligned patterns.
- Janasamadhan - Grievance redressal architecture that treats citizen trust as a workflow system, not a complaint inbox.
- AMA Gopalpur - Constituency visibility that connects assets, projects, and progress into one governed map.
- Talent stack (Disha · SolviqAI · Lakshya · Shortlisted) - Proof that outcome systems - not portals - scale opportunity for people.
The gap isn't going away. It's time we stop building silos and start building trust infrastructure that compounds.
